Prior to applying for state nomination under a Skilled Graduate Pathway it is important to review the additional conditions and exclusions relating to study as these may benefit your application or exclude you from applying.

Combined courses

Multiple courses of study can be combined to meet the 92-week requirement in the Tasmanian Skilled Graduate category only where those courses are combined or result in the award of one overall qualifications. For example, a combined Certificate III/IV Commercial Cookery that lasts 92 weeks is acceptable.

Enrolment in all courses must have occurred at the same time and Confirmations of Enrolment issued together.  There must be no break between courses other than standard term breaks. There must also be a genuine progression between all courses in the package.

An example would be a Graduate Certificate in Public Policy followed by a Graduate Diploma in Public Policy.

It would not meet the requirement where a graduate completed and graduated from a Diploma of Leadership and Management, then separately enrolled in and completed an Advanced Diploma of Leadership and Management.

Note that graduates who have lived in Tasmania for three years may be eligible for subclass 190 nomination in the Tasmanian Established Resident Pathway.

Online study / Recognition of prior learning

Online courses and qualifications are not accepted for consideration in relation to any nomination pathways or for priority attributes.

Qualifications awarded entirely on the basis of Recognition of Prior Learning are not accepted for consideration in relation to any pathways.

Qualifications related to ANZSCO 4-5 employment must be minimum Certificate III.

Online study completed during the COVID-19 emergency

Courses that are registered for on-campus delivery, but which moved to online delivery as result of COVID-19 health directions will be accepted.

However online study completed after 31 July 2022 will not be recognised unless it was due to a state government health direction or the need to isolate as a result of a positive COVID-19 test or close contact notification.

Study related to employment

To claim gold, or green priority attributes in relation to Tasmanian study, the course of study must be directly related.

Normally this would mean the individual units of study have a clear connection to the employment role.  For example, a Certificate III/IV in Building in Construction could only be claimed to be related to a skilled roof or floor tiler role if the course included individual units related to roof or floor tiling.

There is more flexibility in regard to claiming orange attributes for study related to employment. Roles within the same industry area are accepted.

Full-time study

This is study that is at least 75 per cent of a 100 per cent full-time study load in each semester. It does not include online or distance education. VET courses must involve at least 15 scheduled contact hours per week unless otherwise specified by the Australian Skills Quality Authority (ASQA).

Contact hour delivery may be small group tutorials as long as it meets the minimum hours required of the course.

Business operation directly related to study

When claiming business operations that are directly related to your skills assessment or area of Tasmanian study, there must be direct relationship and substantial crossover between the area of business operation, the activities being undertaken in running that business and the duties outlined for the skills-assessed occupation on ANZSCO, or the units studied as part of the qualification.

Examples:

Directly related to study

  • Someone who has studied a Diploma of Hospitality Management owning/operating a restaurant or cafĂ©.  There is a direct correlation between the study and the business operation and substantial crossover between the units studied and the business operation.
  • The owner of an IT company specialising in mobile phone app development who has a Master of Information Technology and Systems from UTAS.

Not directly related to study:

  • A candidate who is a Master of Professional Accounting graduate operating a retail shoe sales outlet.
  • A Master of Finance Graduate operating a restaurant, even where financial management comprises a significant portion of their responsibilities
  • A Leadership and Management graduate operating a retail outlet.
Skilled Graduates operating businesses

Business operation is recognised as a priority attribute in the Tasmanian Skilled Graduate Pathway if operated for at least 6 months.

Businesses must meet all other requirements in the Tasmanian Business Operator Pathway along with all conditions and exclusions listed here under Business Operators.

The business must be capable of delivering an income of at least 85 per cent of the Temporary Skilled Migration Income Threshold (currently $59,500).

All businesses must be well-established (see “Well-established business”).

Online retail businesses or other businesses being maintained entirely online are unlikely to meet requirements for nomination.

Candidates who co-own or hold shares in a business with another person other than their spouse will need to have a demonstrable employment relationship with the business and claim employment in the Application Gateway.
